There's a couple of middle aged women who care for those plants to bring just a bit of greenery to offset some of the drab. These same women also buy expensive dog food (tinned wet, not bagged dry) to feed the hungry strays daily. Observing people who, on the surface, appear to not have much yet make an effort to improve the lives of others... well, you could choose to see it as one of those many micro-miracles which makes the world a good place.
