I lived in Romania quite some time too, I am Australian.
Why on earth do you expect international services to be available in a place as out of the way as Romania?
I recognise your frustration, I went through it too. My advice is accept it and move on, like you know the locals do. Why? They have better things to do than stress over the red tape.
I once saw an english guy nearly explode because Rafeissen bank didnt know what a bankers checque is. Poor him. So many nicer things to do in Romania.
I have lived in many countries, and believe me, there is no such thing as an “international standard”.

Stephen – Welcome to the show! I’ll take your advice as regards the practicality of “international standard.” In most ways, you’re totally right.
However, I would be remiss to contantly hold low expectations only to find them fulfilled, when I could have demanded more from those who have the ability to deliver.
I believe Romania is on the cusp of civilization, as you and I might flippantly refer to it. And so it is that I find myself holding higher expectations for this country which can and should rise up to the challenge (then, surpass it to the surprise of the naysayers).
